The project at the Palazzo located on St Ursula Street, Valletta, involves the careful restoration and upgrading of the existing building, with a strong emphasis on preserving its architectural character and historical significance while adapting it for contemporary use. Situated within Valletta’s historic urban fabric, the project requires a sensitive approach that balances conservation principles with the functional requirements of a modern hospitality development. The works include the restoration of both the internal and external masonry fabric, together with comprehensive waterproofing interventions designed to protect the structure and ensure its long-term durability.

The development retains office use at ground floor level, in line with previous permits, while converting the upper four floors into a Class 3A guesthouse. To accommodate the new use, the project incorporates minor internal structural alterations and spatial reconfiguration works, creating guest rooms and supporting facilities while respecting the building’s original layout and architectural features. These interventions form part of an extension linked to previously approved permits, ensuring continuity with earlier phases of development.

In addition, an extra recessed floor is being introduced at roof level, carefully designed to integrate sensitively with the existing streetscape and surrounding urban context. Particular attention has been given to maintaining the visual integrity of the historic skyline while enhancing the building’s functionality.

A key aspect of the project is its integration with a neighbouring historic palazzo on St Paul’s Street, where AX Construction is also carrying out extensive restoration and rehabilitation works. Upon completion, the two properties will be connected through a dedicated internal passage, creating a unified hospitality destination while preserving the distinct architectural identity of each building. This coordinated approach allows both palazzos to be revitalised as part of a larger redevelopment vision, combining heritage conservation with modern hospitality standards in the heart of Valletta.
